In Matthew 3:11-12, John the Baptizer says that Jesus will baptize with the Holy Spirit and fire. We need to learn from Scripture who the Holy Spirit is and what the Holy Spirit does in our lives. We will search the Word of God to answer these questions:

  • Who is the Holy Spirit?

  • Where does the Holy Spirit come from?

  • Who can receive the Holy Spirit and who can not?

  • How and when does the Holy Spirit Fill People?

  • What does the Holy Spirit do in our lives?

Who is the Holy Spirit

“It will come about after this That I will pour out My Spirit on all mankind; And your sons and daughters will prophesy, Your old men will dream dreams, Your young men will see visions. “Even on the male and female servants I will pour out My Spirit in those days.

“I will pour out on the house of David and on the inhabitants of Jerusalem, the Spirit of grace and of supplication, so that they will look on Me whom they have pierced; and they will mourn for Him, as one mourns for an only son, and they will weep bitterly over Him like the bitter weeping over a firstborn.

Where Does the Holy Spirit Come From

If you then, being evil, know how to give good gifts to your children, how much more will your heavenly Father give the Holy Spirit to those who ask Him?”

Who Can Receive the Holy Spirit and Who Cannot

And we are witnesses of these things; and so is the Holy Spirit, whom God has given to those who obey Him.”

23 Jesus answered and said to him, “If anyone loves Me, he will keep My word; and My Father will love him, and We will come to him and make Our home with him. 24 He who does not love Me does not keep My words; and the word which you hear is not Mine but the Father’s who sent Me.

44 While Peter was still saying these things, the Holy Spirit fell on all who heard the word. 45 And the believers from among the circumcised who had come with Peter were amazed, because the gift of the Holy Spirit was poured out even on the Gentiles. 46 For they were hearing them speaking in tongues and extolling God. Then Peter declared, 47 “Can anyone withhold water for baptizing these people, who have received the Holy Spirit just as we have?” 48 And he commanded them to be baptized in the name of Jesus Christ. Then they asked him to remain for some days.

Who Cannot Receive the Holy Spirit?

In John 14, we see that the world cannot receive the Holy Spirit.

15 “If you love me, you will keep my commandments. 16 And I will ask the Father, and he will give you another Helper, to be with you forever, 17 even the Spirit of truth, whom the world cannot receive, because it neither sees him nor knows him. You know him, for he dwells with you and will be in you.

But a natural man does not accept the things of the Spirit of God, for they are foolishness to him; and he cannot understand them, because they are spiritually appraised.

In Acts 8, we see a description of a worldly person who cannot receive the Holy Spirit.

18 Now when Simon saw that the Spirit was given through the laying on of the apostles' hands, he offered them money, 19 saying, “Give me this power also, so that anyone on whom I lay my hands may receive the Holy Spirit.” 20 But Peter said to him, “May your silver perish with you, because you thought you could obtain the gift of God with money! 21 You have neither part nor lot in this matter, for your heart is not right before God. 22 Repent, therefore, of this wickedness of yours, and pray to the Lord that, if possible, the intent of your heart may be forgiven you. 23 For I see that you are in the gall of bitterness and in the bond of iniquity.” 24 And Simon answered, “Pray for me to the Lord, that nothing of what you have said may come upon me.”

Stiff-necked people resist the Holy Spirit and cannot receive the Holy Spirit.

51 “You stiff-necked people, uncircumcised in heart and ears, you always resist the Holy Spirit. As your fathers did, so do you. 52 Which of the prophets did your fathers not persecute? And they killed those who announced beforehand the coming of the Righteous One, whom you have now betrayed and murdered, 53 you who received the law as delivered by angels and did not keep it.”

How and When Does the Holy Spirit Fill People?

John was filled with the Holy Spirit in his mother’s womb.

13 But the angel said to him, “Do not be afraid, Zechariah, for your prayer has been heard, and your wife Elizabeth will bear you a son, and you shall call his name John. 14 And you will have joy and gladness, and many will rejoice at his birth,15 for he will be great before the Lord. And he must not drink wine or strong drink, and he will be filled with the Holy Spirit, even from his mother's womb. 16 And he will turn many of the children of Israel to the Lord their God, 17 and he will go before him in the spirit and power of Elijah, to turn the hearts of the fathers to the children, and the disobedient to the wisdom of the just, to make ready for the Lord a people prepared.”

When Elizabeth heard Mary’s greeting, the baby leaped in her womb; and Elizabeth was filled with the Holy Spirit. And she cried out with a loud voice and said, “Blessed are you among women, and blessed is the fruit of your womb! And how has it happened to me, that the mother of my Lord would come to me? For behold, when the sound of your greeting reached my ears, the baby leaped in my womb for joy. And blessed is she who believed that there would be a fulfillment of what had been spoken to her by the Lord.”

The Holy Spirit came when they were gathered and united together. In Acts 2:4, they were filled with the Holy Spirit because they were obedient to what Jesus had told them to do.

1 When the Day of Pentecost had fully come, they were all with one accord in one place. 2 And suddenly there came a sound from heaven, as of a rushing mighty wind, and it filled the whole house where they were sitting. 3 Then there appeared to them divided tongues, as of fire, and one sat upon each of them. 4 And they were all filled with the Holy Spirit and began to speak with other tongues, as the Spirit gave them utterance.

They were filled with the Holy Spirit after repentance and obedience.

37 Now when they heard this they were cut to the heart, and said to Peter and the rest of the apostles, “Brothers, what shall we do?” 38 And Peter said to them, “Repent and be baptized every one of you in the name of Jesus Christ for the forgiveness of your sins, and you will receive the gift of the Holy Spirit.

The Holy Spirit fell on God-fearing people as they heard the Word. (See all of Acts 10)

While Peter was still speaking these words, the Holy Spirit fell upon all those who were listening to the message. All the circumcised believers who came with Peter were amazed, because the gift of the Holy Spirit had been poured out on the Gentiles also. For they were hearing them speaking with tongues and exalting God. Then Peter answered, “Surely no one can refuse the water for these to be baptized who have received the Holy Spirit just as we did, can he?” And he ordered them to be baptized in the name of Jesus Christ. Then they asked him to stay on for a few days.

They received the Holy Spirit when the apostles laid their hands on them.

14 Now when the apostles at Jerusalem heard that Samaria had received the word of God, they sent to them Peter and John, 15 who came down and prayed for them that they might receive the Holy Spirit, 16 for he had not yet fallen on any of them, but they had only been baptized in the name of the Lord Jesus. 17 Then they laid their hands on them and they received the Holy Spirit.

It happened that while Apollos was at Corinth, Paul passed through the upper country and came to Ephesus, and found some disciples. He said to them, “Did you receive the Holy Spirit when you believed?” And they said to him, “No, we have not even heard whether there is a Holy Spirit.” And he said, “Into what then were you baptized?” And they said, “Into John’s baptism.” Paul said, “John baptized with the baptism of repentance, telling the people to believe in Him who was coming after him, that is, in Jesus.” When they heard this, they were baptized in the name of the Lord Jesus. And when Paul had laid his hands upon them, the Holy Spirit came on them, and they began speaking with tongues and prophesying. There were in all about twelve men.

We see that the Holy Spirit is given to obedient people. John was filled with the Holy Spirit in his mother’s womb to do his work on this earth. What we DO NOT see is a set way that the Holy Spirit fills people. Scripture shows that individuals are filled with the Holy Spirit in different ways and at different times in their lives.


What Does the Holy Spirit Do In Our Lives?

The Holy Spirit convicts the world of sin, righteousness, and judgment.

And He, when He comes, will convict the world concerning sin and righteousness and judgment.

This is where we see the importance of the Holy Spirit in our lives. He wants to make us new creations.

17 Therefore, if anyone is in Christ, he is a new creation. The old has passed away; behold, the new has come.

We see here “if anyone is in Christ, he is a new creation.”  2 Corinthians 3 tells us we are being transformed into the same image

18 And we all, with unveiled face, beholding the glory of the Lord, are being transformed into the same image from one degree of glory to another. For this comes from the Lord who is the Spirit.

The Holy Spirit renews us.

The way the Holy Spirit transforms us is by freeing us from sin and creating in us a new heart that gives us the desire to be obedient. This comes with the new covenant promises.

The Holy Spirit gives us freedom from the slavery of sin. Therefore, we are no longer slaves to sin.

What shall we say then? Are we to continue in sin so that grace may increase? May it never be! How shall we who died to sin still live in it? Or do you not know that all of us who have been baptized into Christ Jesus have been baptized into His death? Therefore we have been buried with Him through baptism into death, so that as Christ was raised from the dead through the glory of the Father, so we too might walk in newness of life. The Holy Spirit is teaching us how to be godly.

The Holy Spirit testifies to us that we are children of God.

For those who are according to the flesh set their minds on the things of the flesh, but those who are according to the Spirit, the things of the Spirit. For the mind set on the flesh is death, but the mind set on the Spirit is life and peace, because the mind set on the flesh is hostile toward God; for it does not subject itself to the law of God, for it is not even able to do so, and those who are in the flesh cannot please God.
However, you are not in the flesh but in the Spirit, if indeed the Spirit of God dwells in you. But if anyone does not have the Spirit of Christ, he does not belong to Him. If Christ is in you, though the body is dead because of sin, yet the spirit is alive because of righteousness. So then, brethren, we are under obligation, not to the flesh, to live according to the flesh⁠— for if you are living according to the flesh, you must die; but if by the Spirit you are putting to death the deeds of the body, you will live.
